WRI report: Despite failure of cap & trade, US could still fight climate change

The World Resources Institute (WRI) just released a report that says, despite the recent failure of the cap-and-trade bill in the Senate, it is still possible for the US federal and state governments to create substantial reductions in carbon emissions by using and rigorously applying existing legal frameworks.

The goal stated by President Obama of reducing US emissions of greenhouse gases by 17% below 2005 levels by 2020 is technically feasible under existing law, according to the WRI report.

All that is required is the political commitment to act.
